A corrupt Mayor and his department heads panic on hearing that an Inspector General is arriving incognito. They mistake a clever, penniless traveller named Khlestakov for the official, pay his bills and offer him heavy 'loans' (bribes) to hide their corruption. Khlestakov plays along, gets engaged to the Mayor's daughter and slips away, just as news arrives that the real Inspector General has come.

Panic, Bribery and the Silent Scene
The Mayor receives a warning that an Inspector General is arriving undercover to inspect the corrupt local administration. He and his department heads, the Judge, Charity Commissioner, Postmaster and School Superintendent, are thrown into absolute panic, since every department is riddled with bribery, dirty facilities and stolen funds.
When a mysterious young man, Khlestakov, refuses to pay his bills at the local inn, the officials assume he is the undercover inspector. Realising their mistake, Khlestakov accepts their hospitality and heavy bribes, flirts with the Mayor's wife and daughter, gets engaged, and quietly slips away with a fortune. The Postmaster then reads Khlestakov's mocking letter aloud, and at that very moment a gendarme announces that the real Inspector General has arrived, freezing the officials in silent, terrifying shock.
