The Dispute and the Hypocrite
The sparrow and hare represent naive citizens who yield their disputes to a third-party arbiter without verifying his integrity. The cat, displaying outward piety, represents religious and administrative hypocrisy. When the two draw near to hear the cat's 'judgement', it devours them both.
